Modernizes the Open Public Records Act; requires centralized online disclosure of State financial information; imposes penalties for gross negligence in denying access to public records; requires custodians to explain reasoning for redactions of records; limits executive branch from creating new categories for records exemptions on its own; requires clear posting of contact information for records custodians; but creates protective order for bodies against requestors in cases of harassment.
