Many municipalities with the highest seizure totals—such as Paterson, Newark, and Trenton—also have the largest income disparities between residents and police officers. In Newark, for example, where $282,073.88 was seized over five months, police officers had a median income of $103,004, while the policed population had a median household income of $33,139. 

Though police departments are not supposed to fund salaries or operational expenses with civil asset forfeiture proceeds, they can use the proceeds to purchase equipment, pay for trainings, and bankroll other programs and upgrades. In other words, while other factors certainly contribute, forfeitures pad department budgets in ways that may have an indirect effect on officer compensation.
