Black/White Racial Disparity by Municipality, 2013

Extreme racial disparities are evident in marijuana enforcement statewide, with Blacks more likely to be arrested for possession in nearly all of the municipalities we studied. In 2013, Blacks were nearly 32 times more likely to be arrested than whites in Point Pleasant, where Blacks are 1 percent of the population but make up 23 percent of the marijuana possession arrests.

Only municipalities with 30 or more arrests for marijuana possession in 2013 were included in the study.
