Black/White Racial Disparity by Municipality, 2000-2013

Extreme racial disparities are evident in marijuana enforcement statewide, with Blacks more likely to be arrested for possession in nearly all of the municipalities we studied. From 2000 to 2013, the two highest disparities were in the neighboring municipalities of Hanover Township and East Hanover Township, where Blacks were nearly 28 times more likely to be arrested for marijuana possession than whites.

Only municipalities that averaged 30 or more arrests for marijuana possession per year between 2000 and 2013 were included in the study.
