Stop-and-Frisk: A First Look
On Feb. 25, 2014, the ACLU-NJ released a report analyzing the first six months of stop-and-frisk data from the Newark Police Department. The report is the first public analysis of the data, which is released monthly on the Newark Police Department website. The ACLU-NJ discovered in its analysis that Newark Police officers use stop-and-frisk with troubling frequency and in a manner that leads to racial disparities. Although the ACLU-NJ acknowledges that six months of data may be insufficient to draw definitive conclusions about the Newark Police Department’s stop-and-frisk practices, the organization believes the initial concerns raised by these data warrant corrective actions by the City of Newark immediately.
In Newark, we’re starting to get a clearer picture of how often police are stopping and patting down residents—and why.
Every month, the Newark Police Department (NPD) releases information on all stops, including how many people were stopped, where they were stopped, and whether the stops led to an arrest or not. The information also reveals who officers are stopping by reporting on the race and ages of the individuals, among other details. The ACLU-NJ, which advocated for the release of the data, hopes the information will give the public a better understanding of how the NPD uses stop-and-frisk.
