The ACLU-NJ submitted an amicus brief supporting the reversal of the Appellate Division's decision to uphold the constitutionality of a Franklin Township ordinance effectively banning all digital multiple message billboards. The brief argues that while the ordinance is ostensibly content-neutral, it nevertheless imposes significant limitations on the effective ability to engage in expressive and community activity under the First Amendment of the Constitution.
