On behalf of civil rights and parent advocacy organizations, the ACLU of New Jersey and the Education Law Center filed a challenge to revised high school graduation regulations adopted by the State Board of Education. The new rules make passing the controversial PARCC exams a requirement for a New Jersey high school diploma and will also prevent students who opt out from graduating. The appeal alleges multiple violations of state law, including that the new regulations requires the use of tests that are not aligned with state standards. The groups also claim that the new regulations have a discriminatory impact on English Language Learners and low-income students.
